Institutional orientation towards adopting modern communication technology and the emergence of resistance as abrake force for it Their causes and methods of treatment: A case of study of the Social Security Fund Institution for wage workers

Information and communication technology has emerged as an essential form of technological change and as a feature of the era of the knowledge economy which has affected many aspects of the work and the organization within the institution. In light of the companies ’tendency to use modern communication technology, resistance may appear from some workers who refuse to introduce any change, no doubt this phenomenon needs to be researched, to understand and to determine the causes and methods of treatment, on which focus of this study.

تلعب التكنولوجيا الحديثة للمعلومات والاتصال دورا كبيرا في تطوير المؤسسات وزيادة فعاليتها،ومن ثم بلوغ الأهداف المنشودة، وقدسمحت هذه التكنولوجيا بإيجاد إمكانيات جديدة للتواصل بين الأفراد داخل المؤسسة وكذا مع المؤسسات المختلفة، متجاوزةكل الحدود الزمانية والمكانية. لقد برزت تكنولوجيا المعلومات والاتصال كشكل أساسي من أشكال التغيير التكنولوجي،وكميزة لعصر اقتصادالمعرفة فأثرتعلى العديد من جوانب العمل والتنظيم داخل المؤسسة،وقد فرض التقدم التكنولوجي على مسيري المؤسسات التوجه نحو استخدام الوسائل التكنولوجية الحديثة.  وفيظل توجه المؤسسات نحو استخدام هذه التكنولوجيا قد تظهر مقاومة من قبل بعض العاملين الذين يرفضون إدخال أي تغيير، ولا شك في أن هذه الظاهرة تحتاج إلى بحث، لفهم وتحديد أسبابها، وطرق علاجها، وهو ما يمثل محور الاهتمام لهذه الدراسة، من خلالدراسة واقع توجه مؤسسة صندوق الضمان الاجتماعي للعمال الأجراء نحو استخدام تكنولوجيا المعلومات والاتصال والتعرفعلى مدى مقاومة الأفراد العاملين لها، وكذا طرق وأساليب تعاملهم مع المقاومة.

La Technologie de l'information et de la communication sont apparues comme une forme fondamentale des formes de changement technologique et comme  une caractéristique  de l'ère de l'économie du savoir qui a  influencé sur de nombreux aspects du travail et de l'organisation au sein de l'institution.

Vu la tendance des institutions à utiliser les technologies de communication modernes, des résistance peuvent apparaître de la part de certains intervenants qui refusent d’introduire tout changement, et il ne fait aucun doute que ce phénomène nécessité des recherche pour comprendre et définir  ses causes et les méthodes de traitement, ce qui représente le centre d’intérêt de cette étude.
