The question of participatory democracy has been raised during the past years in both Algeria and Morocco as a direct reaction to the representative democracy crisis and people’s political alienation. This leads the legislator to search for an alternative that could give a standing for the individual as a citizen concerned with public space, rather than relying on his private space and personal interests. Civil society organizations have become important actors in providing social services and more generally in implementing development programs. This makes us understand the strong evocation of these societies in the official discourse, to frame individuals and ensure their daily participation, by setting a set of regulatory laws that work in reestablishing both political trust and communication between the official and the citizen.

لقد طرح سُؤال الديمقراطية التشاركية في السنوات الأخيرة بكل من الجزائر والمغرب كرد فعل مباشر لأزمة الديمقراطية التمثيلية؛ وعزوف الفرد عن الشأن السياسي (الشأن العام)، ماجعل المشرّعيبحث عن بديل يصير فيه الفرد مواطنايهتم بالفضاء العمومي،بدل الانكفاء على فضائه الخاص ومصالحه الشخصية؛ فقد أصبحت منظماتالمجتمع المدني جهات فاعلة مهمة في تقديم الخدمات الاجتماعية وبشكل أعم في تنفيذ برامج التنمية. ما يجعلنا نتفهم الحضورالقوي لهذه الجمعيات في الخطاب الرسمي، بغية تأطير الأفراد وضمان مشاركتهم اليومية، من خلال إرساء المشرعّفي كلا التجربتين مجموعة من القوانين التنظيمية، رغبةمنه في إعادةبناء الثقة السياسية والتواصل السياسي بين المسؤول والمواطن.

La question de la démocratie participative s’est fortement posée ces dernières années en Algérie et au Maroc comme réaction directe à la crise de la démocratie représentative, en réaction, également, à un citoyen de plus en plus inactif sur le plan politique dans l’exercice d’une démocratie représentative. Face à cette situation, le législateur à cherché un autre mécanisme alternatif qui propose un individu plus impliqué dans l’espace social et peu focalisé sur ses intérêts individuels. Les organisations de la société civile sont également devenues des acteurs importants dans la fourniture des services sociaux et plus généralement dans la mise en œuvre des programmes de développement. De cela nous percevons la forte présence des associations dans les discours officiels, dont le but est d’assurer la participation des citoyens dans la vie publique. Voici donc la volonté du législateur algérien et de son homologue marocain, celle de reconstruire la confiance et la communication politiques entre le gouverneur et le gouverné.
