This article tries to study the theme of external factors and its role in reproducing the authoritarianism within the Arab region after the popular movement, by understanding and analyzing Western policy towards the Arab region, and emphasizing the Different roles and external mechanisms that have impeded the way of political Change through the various transitional stages of the Arab states, focusing on the Egyptian situation, and then trying to put forward mechanisms to control these interventions to participate in building an Arab democracy which comes from internal environment, and by which, Arab people’s will be respected to make its governor.

يحاول هذا المقال دراسة موضوع العوامل الخارجية ودورها في إعادة إنتاج التسلطية عقب الحراك الشعبي العربي، وذلك من خلال فهم وتحليل السياسة الغربية اتجاه المنطقة العربية، وتسليط الضوء على مختلف الأدوار والآليات الخارجية التي كانت سببًا في عرقلة مسار التغيير السياسي عبر مختلف المراحل الانتقالية للدول العربية مع التركيز على الحالة المصرية، ومن ثَمّ محاولة طرح آليات لضبط تلك التدخلات بما من شأنه أن يساهم في بناء ديمقراطية عربية نابعة من البيئة الداخلية، تٌحترَم فيها إرادة الشعوب العربية في تحديد من يحكمها.

Cet article tente à étudier le thème des facteurs externes et leur rôle dans la reproduction de l'autoritarisme dans la région arabe à la suite du mouvement populaire par la compréhension et l’analyse de la politique occidentale envers la région arabe, et ce en nous projetant sur les différents rôles et automatismes extérieurs qui entravaient la voie du changement à travers les multiples étapes transitoires des États arabes par la concentration sur la situation égyptienne. Ensuite, nous tenterons de mettre en avant des mécanismes pour contrôler ces interventions afin de pouvoir participer à la construction d’ une démocratie arabe découlant d’un environnement interne dont la volonté des peuples arabes sera respectée pour le choix de ceux qui les gouvernent.
