The New Public Management is a mechanism for administrative reform

Public sector reform has captured the attention of politicians, academics and researchers in all western democracies since the 1970s. While there were a surge of activities and changes in many countries, there did not appear to be any universal embracing theme, theory or collection of theories until the literature started to focus around the notion of a new style of governance which became known as the New Public Management. The study ended with a set of results that highlight the importance of the contribution of new public administration within the administrative reform process.

حظي موضوع إصلاح القطاع العام باهتمام الباحثين والأكاديميين في الديمقراطيات الغربية منذ سبعينيات القرن الماضي، فكانت ثمرة الإصلاح بروز نمط الإدارة العامة الجديدة، كمحاولة للتصدّي للتحديات الجديدة التي أصبحت تفرضها التغيرات الاقتصادية، والسياسية، والتكنولوجيا. كما حاولت الدراسة الإجابة عن إشكالية رئيسية تمثّلت في: هل يمكن أن تساهم الإدارة العامة الجديدة كمدخل للتسيير في إصلاح الإدارة العامة؟ وتوصلت الدراسة إلى مجموعة من النتائج تثبت أهمية إسهام الإدارة العامة الجديدة في عملية الإصلاح الإداري.

La réforme du secteur public a attiré l’attention des chercheurs et des universitaires des démocraties occidentales depuis les années 70. Cette réforme a eu pour résultat l’émergence d’un nouveau modèle d’administration publique visant à relever les nouveaux défis posés par les changements économiques, politiques et technologiques. L'étude a également tenté de répondre à cette question problématique : ‘‘Dans quelle mesure la nouvelle administration publique peut-elle contribuer à la gouvernance dans la réforme de l'administration publique’’?

L'étude aboutit à une série de résultats qui démontrent l'importance de la contribution de la nouvelle administration publique au processus de réforme administrative.
