المؤسسة العمومية الاقتصادية الجزائرية نمط حديث للتسيير في مواجهة النمط التقليدي

To efficiently operate the productory system of a company, this has to be equipped with high-level technical resources and operate according to the management standards, hierarchical organization and strictly codified. But this does not mean a blind submission to management's methods in force in the West, even if they have shown off so. Coping strategies and adjustment are necessary.

 The company has been in search of a management so-called "best practice". This practice required high competence from each of its members. Faced to a hierarchical involvement of modern management and good governance, where everyone must have a major share of responsibility; the human component has been adapted by accommodating the demand for modernity and traditional cultural base. The company embraced a genuine modernized management. But, would that modernization currently embraced by the company and the management imposed on her find a way to bypass the sluggishness of habits deeply rooted in the "traditional"?

على المؤسسة أن تتوفر على وسائل تقنية عالية المستوى، حتى تتمكن من تشغيل، جهازها الإنتاجي بطريقة ناجعة، كما يجب ألا تكتفي بالإعتماد على موظفين سلبيين ينحصر دورهم في تنفيذ أوامر رؤسائهم. لكن هذا لا يستلزم استنساخا آليا لأنماط التسيير التي أثبتت جدارتها في البلدان الكبيرة، بدون نقد ومراجعة وأقلمة.

لقد سعت المؤسسة من البداية إلى تحقيق نمط تسيير يحقق أفضل الممارسات ويقتضي من كل واحد تقديم أفضل ما يتوفر عليه من كفاءة ومهارة. وقد ساهم ذلك في تبني إطاراتها المسيرة للتسيير العصري والحكامة الجيدة، حيث تتوزع المسؤوليات على الجميع، مع مراعاة واقع تأثير شبكات القرابة ومختلف الانتماءات المحلية.  لهذا يُطرَح سؤال على المؤسسة: "هل بوسع التحديث المنشود أن يغيب الذهنيات المتشبعة بالثقافة التقليدية؟

Pour fonctionner efficacement l’appareil de production d’une entreprise doit être doté de moyens techniques de haut niveau et fonctionner selon les normes de gestion et d’organisation hiérarchisées et strictement codifiées. Mais cela n’implique pas une soumission aveugle aux  modes de managements en vigueur en Occident, même s’ils y ont fait preuve. Des stratégies de d’adaptation et de réajustement sont nécessaires.

L’entreprise est partie à la recherche d’un mode de gestion «  best practice »  qui a exigé une plus grande compétence de chacun. Face à une implication hiérarchique  qui s’inscrit dans le registre du management moderne et dans  la bonne gouvernance où chacun prend sa part de responsabilité, la composante humaine s’est adaptée  en conciliant l’exigence  de modernité et l’ancrage culturel traditionnel.   L’entreprise s’est engagée dans une véritable modernisation de sa gestion. La gestion qui s’impose à cette entreprise et la modernisation qui en découle trouveront-t-elles un moyen pour contourner  la pesanteur du poids des habitudes  enracinées  dans le ' traditionnel'?
