Abstract

English

The First World War has had a devastating impact on humanity. The human and material losses have increased the number of refugees in the world. This has prompted the international community to pay attention to the refugee problem in an attempt to create a comprehensive and uniform asylum policy. For this purpose, several international and regional agencies and apparatuses have emerged to solve the refugees’ problems, whether in the League of Nations or the United Nations era, through providing the refugees with the necessary international protection and humanitarian assistance.

  نجم عن الحرب العالمية الأولى آثار وخيمة على الإنسانية سواء الخسائر البشريةأو المادية وبحجم مأساوي ما زادعدد اللاجئين في العالم، هذاما دفع بالمجتمع الدولي لايلاء اهتمامه بمشكلة اللاجئين وذلك محاولة منهم خلق سياسة شاملة وموحدة للجوء.

ولهذاالغرض ظهرت عدة وكالات وأجهزة دولية وإقليمية تراعي مشاكل ومعانات اللاجئين سواء كان ذلك في عهد عصبة الأمم أو في عهد هيئة الأمم المتحدة حيث حاولت منح وتوفير حماية الدولية الضرورية والمساعدات الإنسانية اللازمة للاجئين

  La première guerre mondiale a eu des conséquences néfastes, aussi bien humaines que matérielles, sur l’humanité.

L'ampleur du désastre est telle que le nombre de réfugiés a augmenté dans le monde, ce qui a amené les Etats, au niveau mondial, à accorder l'importance requise à ce phénomène en mettant en place une politique globale et unifiée.

On assistera à la création de plusieurs agences et organisations, internationales et régionales, pour la prise en charge des problèmes et autres souffrances des refugiés. Cela datait du temps de la Société des Nations (SDN) et se poursuit jusqu’à celui de l'Organisation des Nations Unies (ONU), lesquelles ont essayé d'offrir la protection internationale nécessaire ainsi que les aides humanitaires au profit des réfugiés
