إشكالية مفهوم السيادة الوطنية في ظل المتغيرات الدولية الراهنة

Abstract

This research aims to treat the problematic of the incoherent relation between the new world order and the crisis of the national sovereignty of states, and to demonstrate the dangers repercussions of the international mutations on the concept of the sovereignty.

   The present document try also to determine the perspectives of the national sovereignty within defies and dangers of the globalization.

Therefore, the problematic we are trying to answer it in this study, is about the dangers impacts of the international dynamics of the post-cold war (interdependence, regional integration, war on terrorism, humanitarian intervention) on national sovereignty.

يهدف الموضوع محل الدراسة، إلى تفكيك إشكالية العلاقة الجدلية وغير المتناسقة بين النظام العولمي الجديد وأزمة سيادة الدولة الوطنية، وذلك من خلال البحث في التداعيات الخطيرة التي أفرزتها المتغيرات الدولية لمرحلة ما بعد الحرب الباردة على السيادة الوطنية، فضلا عن محاولة استشراف الأفاق المستقبلية لمفهوم السيادة في ظل تحديات ورهانات العولمة.

   ومن هذا المنطلق، فإن الإشكاليات التي ستعالجها هذه الدراسة تتمحور بالأساس حول أثر الديناميكيات الدولية التي ظهرت في عالم ما بعد الحرب الباردة، كتنامي النشاطات عبر الوطنية، حركيات الاعتماد المتبادل، التكامل الإقليمي، بالإضافة إلى قضايا مكافحة الإرهاب، وكذا عولمة حقوق الإنسان وإقرار حق التدخل الإنساني والديمقراطي وغيرها من الديناميات التي تعمل في جانبها الأكبر على تقويض المنطق السيادي للدولة.

L’objet de cette recherche ce focalise sur la problématique de la relation  incohérente entre le nouvel ordre mondial et la crise de la souveraineté nationale des Etats, cette étude cherche aussi à montrer les répercussions dangereuses des mutations internationales de la période de la l’après guerre froide sur le concept  de la souveraineté.

Comme aussi, Le présent document tente à déterminer les perspectives de la souveraineté nationale à l’épreuve  des  défis  de la mondialisation.

De ce fait, la problématique à laquelle nous allons tenter de rependre dans cette étude est a propos des impactes dangereux des dynamiques internationales post guerre froide (interdépendance, intégration régionale, la lutte contre le terrorisme, l’ingérence humanitaire) sur  la souveraineté nationale des Etats.
