فرضت وضعية الاتحاد الأوروبي بفضل مكانته في المنطقة المتوسطية والمسؤولية التي ينطلق منها في تفسير أدواره في حوض البحر الأبيض المتوسط ومنطقة شمال إفريقيا. خصوصابانشغاله بالتفاعلات والأحداث علي مستوى منطقة جنوب المتوسط، لا سيما الدول الأوروبية المواجهة للبحر المتوسط. ويعكس هذا التفاعل الجيو سياسي حجم شراكته والتصورات التي يقترحها علي شركائه في المنطقة. حيث شكلت الثورتان التونسية والليبية فيما اصطلح عليه بثورات الربيع العربي بارومترا لقياس أهمية المنطقة المغاربية في سياسات الدول الاوروبية الواقعة جنوب القارة العجوز.

La position de l'Union européenne a été établie en raison de sa position dans la région méditerranéenne et de la responsabilité qui en découle de l'interprétation de ses rôles en Méditerranée et en Afrique du Nord. Notamment a travers les interactions des pays européens faisant face à la Méditerranée, par rapport aux événements connus à sa rive sud. Cette interaction géopolitique reflète le poids de son partenariat et les perceptions qu'elles proposent à ses partenaires de cette région. Nous considérons les révolutions de la Tunisie et de la Libye, ou ce qu'on appelait les révolutions du printemps arabe, comme un Baromètre de mesure de l'importance du Maghreb dans la politique des pays européens situés au sud du vieux continent.
