Cultural expressions are an important factor in enabling individuals and peoples to express and share their values. They are perceived as a tool for preserving cultural specificity. To strengthen the protection of these expressions, UNESCO has adopted the Convention of the Protection and Promotion of the Diversity of Cultural Expressions. Despite the apparent cultural dimension of the UNESCO Convention, it has often been associated in legal debates with its implications for the international trading system. In fact, it has never been far from the confusion of politics and economic interests.

تعتبر أشكال التعبير الثقافي عاملاً هاماً في تمكين الأفراد والشعوب من التعبير عن أفكارهم وقيمهم ومشاطرة الآخرين، وقد أصبح ينظر إليها باعتبارها أداة حفظ الخصوصية والتنوّع الثقافي. ومع الحاجة إلى وضع نص قانوني دولي يعزز حماية أشكال التعبير تلك، اعتمد المؤتمر العام لليونسكو اتفاقية حماية وتعزيز تنوع أشكال التعبير الثقافي.
ورغم البعد الثقافي الظاهري لاتفاقية اليونسكو، فإنها كثيرا ما ارتبطت في النقاش والتحليل القانوني بانعكاساتها على النظام التجاري الدولي. وفي الحقيقة، إن هذا الترابط لم يكن وليد فترة ما بعد إقرار الاتفاقية، ولكنه صاحب نشأتها، وقد كان لتجاذبات المصالح السياسية والاقتصادية دور كبير في صياغة مضمونها.

Les expressions culturelles sont un facteur important permettant aux individus et aux peuples d'exprimer et de partager leurs valeurs. Ils sont perçus comme un outil de préservation de la Spécifité culturelle. Et pour renforcer la protection de ces expressions, l'UNESCO a adopté la Convention pour la Protection et la Promotion de la Diversité des Expressions Culturelles
Malgré la dimension culturelle apparente de la Convention de l'UNESCO, elle a souvent été associée aux débats juridiques et à ses implications dans le système commercial international. En fait, elle n'a jamais été loin des confusions de la politique et des intérêts économiques.
