Regionalism in Algeria: A Balanced Development Option

independence. Therefore, the state has sought to address this issue since the independence. The issue of regional balance and justice is present in the basic documents of the state. More than five decades of independence have passed, however, significant disparities were observed in the national sphere. Perhaps one of the most prominent reasons for the failure to achieve balanced development, which limits these imbalances and differences, the very central characteristic of the structure of the Algerian state(centralization), and the absence of the practice between regional level and the state in the organization of the space, while we find a lot of developed and developing countries took the regional system and achieved significant results in balanced development.

يتميز المجال الجزائري بفوارق مجالية كبيرة، ترجع جذورها التاريخية إلى ما قبل مرحلة الاستقلال، لذلك سعت الدولة منذ 1962 إلى معالجة هذه القضية، حيث نجد مسألة التوازن الجهوي والعدالة المجالية حاضرة في صلب الوثائق الأساسية للدولة، وكذا الوثائق المتعلقة بتهيئة المجال الوطني. لكن ورغم مرور أكثر من خمسة عقود ونصف على الاستقلال لوحظ استمرار الفروقات الكبيرة في المجال الوطني. ومن ابرز أسباب الفشل في تحقيق تنمية متوازنة تحد من هذه الاختلالات والفوارق التنموية، المركزية الشديدة التي تميز هيكل الدولة الجزائرية، والغياب العملي للمستوى الجهوي، أي المستوى الوسطي بين الدولة والولاية في التنظيم الترابي للبلاد، في الوقت الذي نجد الكثير من الدول المتقدمة والنامية أخذت بالنظام الجهوي وحققت نتائج كبيرة على صعيد التنمية المتوازنة.

L'espace algérien est distingué par des grandes disparités régionales, ses racines historiques  remontent à la période de pré-indépendance, du fait que l'Etat  n'a cessé de traiter cette cause. En effet, nous trouvons que la question de l'équilibre régional et la justice spéciale sont déjà mentionnées au sein  des documents principaux de l'Etat, ainsi dans les documents relatifs à l'aménagement territorial national ; Après cinquante cinq ans de l'indépendance ,il reste encore de grandes disparités  dans  l'espace national ;parmi les raison d'échec dans la réalisation du développement équilibré qui  limitent ces disparités;  c'est la forte centralisation qui caractérise  l'organisme de l'Etat algérien et l'absence réelle du niveau régional c'est-à-dire, le niveau médiane entre l'Etat et la Wilaya dans l'organisation territorial ; au moment où on trouve beaucoup de pays développés et sous –développés ont opté pour le système régional et réalisaient de grands résultats au domaine du développement équilibré
